 Job Description

 Duties:

  • The Laboratory Technical Advisor serves under the direction of the Laboratory Team Lead to provide scientific and technical laboratory support to the Botswana Ministry of Health (MOH) and other partners for programs under the President’s Emergency Plan for AIDS Relief (PEPFAR).  The job holder:
  • Provides comprehensive technical, administrative and managerial advice and assistance in support of laboratory capacity, including training and mentoring of laboratory staff, establishing and expanding internal and external laboratory quality assurance programs, establishing and implementing Laboratory Information management systems, strengthening the laboratory infrastructure, monitoring and evaluating progress in meeting laboratory program goals and objectives.  
  • Collaborates with partners to establish quality management standards for public health laboratories in Botswana and standardized operating procedures for conducting laboratory tests used in diagnosing and monitoring treatment for HIV infection and related infections.
  • Provides advice and technical assistance to the MOH and other USG partners in developing laboratory regulations and policies and conducting public health evaluation, research and surveys.
  • Facilitates and teaches training sessions for laboratory staff supporting HIV care and treatment projects in Botswana as well as monitoring and evaluation of laboratory support for HIV/AIDS activities provided by CDC.
  • Recommends improvements, as needed, and works with MOH to implement recommendations from evaluations and site assessments.
  • Serves as the Point of contact for the DGHT lab program thematic area (e.g. laboratory informatics,  Quality management systems,  Quality testing,  supply chain equipment, and waste management,  infrastructure, biosafety & biosecurity,  policies, strategies, standards, and innovation). 
  • Serves as the Activity Manager for CDC cooperative agreements to support HIV laboratory programs and activities in Botswana.  

Qualifications and Evaluations

EDUCATION: 

BS/BSC or equivalent from a recognized college or university in Medical laboratory sciences/clinical laboratory sciences/Biomedical sciences or related clinical lab sciences is required

Requirements:

EXPERIENCE: 

Seven years of experience in medical/clinical laboratory sciences, registration with the Botswana Health Professions Council, a current practice license and at least two years of supervisory experience is required.

JOB KNOWLEDGE:

The position requires:

  •  An advanced knowledge of laboratory procedures and methodologies, used in testing for HIV infection, staging HIV diseases, and laboratory monitoring for response to ART as well as an understanding of procedures and equipment used for specialized laboratory procedures.
  •  A comprehensive knowledge of the host country operational environment, including a detailed knowledge of the structure and operations of the Ministry of Health, the public health laboratory environment at the national, regional, district and community level in Botswana and the activities of collaborating and other donor agencies in Botswana with respect to HIV laboratory support program activities.
  •  A full understanding of the structure and functions of CDC Botswana including detailed knowledge of CDC’s role and function in support of the President’s Emergency Plan for AIDS Relief (PEPFAR).; CDC and USG policies, guidelines and procedures for administration of cooperative agreements.

Evaluations:

LANGUAGE: 

Level IV (Fluent) speaking/reading/writing of English is required.

SKILLS AND ABILITIES:  

The position requires well-developed skills in applying complex laboratory procedures and methodologies in support of HIV prevention and care programs. The incumbent must also have good interpersonal and communication skills for establishing and maintaining effective working relationships with a variety of collaborating partners in laboratory technical positions. The incumbent must have sound judgment and well developed analytical skills to independently resolve problems, overcome barriers to program implementation, and make appropriate decisions and recommendations related to program implementation. Program implementation, management, and evaluation skills are required for the position. Basic skills in Microsoft power point and excel are needed for the position. 

Qualifications: 

Local prescriptive privileges must be acquired.  All applicants under consideration will be required to pass medical and security certifications.
